VPTA Reimbursement Information

The VPTA desires to support members via education and assistance with outreach efforts to third party payers.

The reimbursement section of the VPTA website is a tool that will assist you in better understanding terminology, regulations and guidelines as they apply to reimbursement in Virginia.

Medicare

Medicare is a federal program that pays for specific health related services for individuals 65 and over. Medicare programs are administered by designated organizations which are assigned specific geographical regions. Medicare is divided into four parts – Part A for inpatient services, Part B for outpatient services, Part C for Medicare HMO programs and Part D which covers prescription medications.

In the past more than one organization administered programs for one state. Currently, MACs or Medicare Administrative Contractors are being selected to function as carrier (previously the term for the administrator of Part B benefits) and fiscal intermediary (previously the term for the administrator of Part A benefits).

Organizations administering Medicare benefits must operate under certain NCD’s (national coverage determinations) created by CMS (Centers for Medicare and Medicaid Services) and by local guidelines or LCD’s (Local Coverage Determination) created by the specific organization for each state impacted.

 
Medicare in Virginia

For Part A**National Government Services administers Part A benefits for Virginians.

For Part B**Arlington County, Fairfax County and Alexandria City residents  Medicare programs are administered by Highmark. All other areas in Virginia are currently administered by Trailblazer Health; however, a long- term MAC assignment is slated to be announced in the near future.

Medicaid

Medicaid is a state and federally funded program created specifically for people with unique needs and limited resources.

Medicaid in Virginia

The Department of Medical and Assistive Services (DMAS) administers the Medicaid program in Virginia. For children whose families do not qualify for Medicaid benefits, the FAMIS (Family Access to Medical Insurance Security) program is available to offer funding for various health related services.
